Brendan Halloran has over 15 years of strategy, programing, learning, evaluation and research experience on participation, accountability and governance programing from grassroots local action to global initiatives.

Brendan Halloran has over 15 years of strategy, programing, learning, evaluation and research experience on participation, accountability and governance programing from grassroots local action to global initiatives. He has held strategic positions at USAID, the International Budget Partnership, the Transparency and Accountability Initiative (now Trust, Accountability and Inclusion, a donor collaborative on public governance), and as an independent consultant with international, national and local organizations. He has advisory roles in the Open Government Partnership, Accountability Research Center at American University, and Accountable Now, among others. While Head of Strategy and Learning at IBP from 2016-2024, Brendan helped design and lead the SPARK program, which has supported the Asivikelane campaign in South Africa.
