Jorge Herrera Flórez

Jorge Florez is the Program Lead of Colombia’s energy transition initiative of the Governance Action Hub at R4D. He conducts research, using system thinking and politically savvy approaches to design and test methodologies to strengthen local governance, and facilitates dialogue and action with partners in government, academia, NGOs, private sector, and community based organizations.

He has more than fifteen years of experience working in governance and anticorruption. During this time, he has led projects in Latin America and Africa at local, regional, and national levels. Working in these projects has enabled him to build a strong network with other governance and development innovators.

“I work in governance because I believe citizens need to be protagonists of social change. My work seeks to promote active citizen engagement and behavior change through the use of data, evidence, and storytelling to improve the design and implementation of public policies and citizen led initiatives. I believe empathy, humility, and context awareness are key for development work. Responding to the needs and interests of partners while navigating how these relate to other stakeholders in local systems is the best way to co-create solutions that can lead to long lasting change.”

When Jorge is not working, he is traveling, reading sci-fi or fantasy, cooking, or drawing.
