For over 13 years, Ellirie Aviles has worked alongside communities, tech startups, trade unions, legal institutions, and civil society organizations to foster collaborative governance and build more participatory, accountable systems. Grounded in the conviction that policy is most effective when shaped by the people it serves, this journey spans grassroots organizing, research-driven advocacy, and the protection of civic space, labor rights, and democratic participation. More recently, Ellirie has helped strengthen multi-stakeholder coalitions bridging youth and legal actors, including strategic collaborations with the Integrated Bar of the Philippines, to advance access to justice, legal empowerment, transparency, accountability, and citizen engagement.

Driven by a commitment to continuous learning and systemic impact, Ellirie has completed advanced programs to better support these causes. As an alumnus of the Academy of Political Management of the Friedrich-Ebert-Stiftung Philippines, the focus centered on progressive political management and strategic leadership. Ellirie also completed an academic program at the Public Services International Research Unit of the University of Greenwich in London, exploring research-driven advocacy for resilient public sectors. Additionally, technical expertise has been deepened through the International Training Centre of the ILO, focusing on international labor standards, industrial relations, and human rights due diligence for decent work.

Most recently, Ellirie was selected as a Fellow for the inaugural Salzburg Global Asia Policy Leadership Forum 2026, joining emerging policy leaders from across Asia to engage in cross-sector dialogue, collaboration, and leadership development on pressing governance challenges at the intersection of technology, society, and policy.

Since the organization secured Special Consultative Status with the United Nations Economic and Social Council during the pandemic, Ellirie has led its full engagement with the UN starting in 2024. Ellirie helps bridge international frameworks with local action, ensuring that civil society and youth voices are integrated into global policy dialogues while translating these commitments into practical, ground-level initiatives that expand civic participation, transparency, accountability, and access to justice.
